About Our Department:
Human Resources is responsible for all aspects of personnel administration including Civil Service competitive examinations, recruitment, employee onboarding, benefits administration, compensation, labor relations, contract negotiations, diversity & inclusion, civil rights compliance, workforce safety and wellness, risk management, professional development and a wide-variety of other HR initiatives.
From Firefighters to Court Reporters to Lifeguards, we employ approx. 350 people in a variety of full-time, part-time and seasonal positions, both non-bargaining and through our bargaining agreements with AFSCME Local #1562, Fraternal Order of Police, First Capital Lodge #59 and International Association of Firefighters Local 300.
Human Resources provides leadership, technical support and oversight for our City Directors, Managers and Elected Officials ensuring that each member of the City of Chillicothe workforce has the tools, skills, and support to perform their jobs as strategic business partners to City agencies.

About Our Director:
Employed by the City of Chillicothe since 1994, Tamra Lowe formerly served as EEO Director/Workforce Development Program Manager and was promoted to Director of Human Resources in 2016. Director Lowe wears many hats in our community, serving as Chairman of the Chillicothe Metropolitan Housing Authority and Past-President of the Chillicothe & Ross County Public Library. She is a member of the Society of Human Resource Management and the South Central Ohio Human Resources Council.
