The City Auditor is an elected official who serves as the Chief Fiscal Officer for the City. As Chief Fiscal Officer, the City Auditor is responsible for maintaining a fiscally sound government that conforms to generally accepted accounting, legal, and management principles. The City Auditor also supervises the Income Tax Department. First and foremost, the goal of the Auditor’s office is to serve the citizens of the City of Chillicothe; never hesitate to call, email or stop in with your questions and comments.

Kristal Spetnagel became City Auditor in March 2016. She graduated from Franklin University with a bachelor’s degree in accounting. She has a wide range of accounting and auditing experience including being an auditor in a public accounting firm where she performed audits for many organizations. She has also worked in computer development and the manufacturing industry. In addition to her duties as City Auditor, Kristal is also involved in various organizations throughout the county--such as the United Way, March of Dimes (2018 co-chair), Unioto Elementary PTO (Treasurer), Ross County Land Bank (Treasurer) and Goodwill Industries of South Central Ohio (Board Member). Kristal was born and raised in Chillicothe and is a graduate of Chillicothe High School. She married her high school sweetheart, Matt, in 2002. They have four children: Matt, Ben, and twins Emma and Kara.

Auditor's Office

The Auditor’s office is comprised of the City Auditor, a Deputy Auditor, a System Administrator, an Accounts Payable Administrator and two Clerks.

The Auditor’s Office is responsible for maintaining all financial records for the City of Chillicothe. The Auditor’s Office also oversees the budget and audit processes for the City. Some of the tasks handled by the Office include: payroll for City employees, accounts payable, accounts receivable, fixed assets, management of all City funds, investments, budget, hotel/motel taxes, franchise fees, and yard sale permits. The Auditor’s Office also administrates the OpenGov website--public access to the City’s finances for accountability on how taxpayer money is collected and spent.
