Income Tax Department
The Income Tax Department is located in the basement of the City Administration Building.
The Income Tax Department is a division of the City Auditor’s Office that is responsible for receiving and processing all local tax payments and returns. City income taxes include employer’s withholding tax as well as both net profit and individual tax returns. The City of Chillicothe is a mandatory filing municipality, which requires the registration of all businesses doing work within the city limits as well as all individuals that live and/or work within the city limits. The local tax rate is 2%. The Income Tax Department works closely with the Law Director’s Office to file small claims cases at Chillicothe Municipal Court against severely delinquent tax accounts.
Revenue collected from City income taxes is broken down and distributed to help fund city services including but not limited to general fund, safety services, street construction, parks & recreation and transit. The Income Tax Department is comprised of the Tax Auditor and an Auditor’s Clerk. They strive to maintain a courteous and professional relationship with the public and are available for questions Monday through Friday, 7:30 AM – 4:30 PM.

Beginning January 1, 2021, the City's Income Tax Department unveiled a new online tax filing and payment website. This new website provides a user-friendly approach where customers can input their tax information and then produce a calculated final return. All returns may be subject to an audit and all refunds will be required to submit W-2's, employer letters and/or other attachments before issue. Employer's withholding may also be submitted on this site. At the time of electronic filing, the customer can also elect to pay online at the same time as their filing.
*Please note, before you can utilize the e-file site, you must register with the tax office.
Credit Card Payment

Credit card payments may be made by telephone or in person at the City Income Tax Department located in the City Administration Building. Transactions completed by the end of the business day, on the due date are timely and will not be charged a penalty.
Fee For UseA fee is charged for this service by the processor, First Data. This fee is not charged by the City Income Tax Department and the City receives no portion of this fee. The credit card service provider charges a fee of 2.29% plus $0.19 regardless of type of card. You will be told the amount of the fee before you complete the transaction and may cancel the transaction before it is completed.

You will need the following information to complete a payment:
- The type of tax (withholding, business return, or individual return)
- Your account number
- Your credit card information
- The amount of tax payment
The system will:
- Provide you with a confirmation number. Please write down and retain this number.
